Exclusive Franchise Tag: Team tenders salary = to avg. of Top 5 players at the position in the previous season (or 120% of current salary, whichever is greater), player can still negotiate a long-term deal, but only with their current team.
Non-exclusive Franchise Tag: Team tenders salary = average of Top 5 players at the position over past 5 seasons (or 120% of current salary, whichever is greater), player can negotiate with other teams, current team can match or decline to do so and receive 2 first round picks as compensation.
Transition Tag: Team tenders salary = to average of Top 10 players at the position in previous year (or 120% of current salary, whichever is greater), player can negotiate with other teams, current team has right to match, but receives no compensation if they decline to do so.
Should the Rams use any of these tags?
In my mind, it comes down to the possibility of using the non-exclusive franchise tag on Leonard Floyd or John Johnson, or not using any tag. Johnson would cost less (around $11M) than Floyd (around $15M).
I'm guessing the Rams won't use the tag, but if they do, I'm betting it will be on Johnson.
Considering both players are considered to be among the top players at their respective positions in free agency, they should have robust trade markets. Johnson is an elite safety, while Floyd broke out with 10.5 sacks for the Rams last season. It’s possible a team would be willing to give up a second-round pick to land Johnson or Floyd, with Floyd likely fetching even more than that.

I'd take a first from San Diego for Floyd or a 2nd and a player. Maybe a good OL.
Is the transition tag still available?
