Rivers is well-liked and a character so I assume he will make it into the HOF relatively easily. But IMO, he doesn't deserve to be in. Good stats and longevity aren't enough IMO. Fouts and Marino for example, stood out among their peers. They were at least doing something significant statistically. He led the league in passer rating once but didn't really separate himself from guys like Warner and Brees.He was often pretty good but isn't the Hall of Pretty Good.
